Annual Meeting of Members – Minutes

Call to Order
The meeting was called to order at 10:05 AM.

Opening Activities
•Pledge of Allegiance led by Art Grosz
•Approval of Minutes: Gail Gerber read the minutes from the 2025 Annual Meeting, Paul L. made motion to approve minutes as read. Pat B. seconded motion. All voted in favour. No one opposed.
•Opening Remarks: Dan Kortenber reviewed the meeting agenda, order of business, and election process. The only official business we have is the election of a Director for District 3.

Treasurer’s Report – Charlotte Burch
Charlotte Burch presented an overview of the financial status of the Co-op:
1.The annual assessment will remain at $600
2.Reviewed bank accounts and Certificates of Deposit, including balances (see attached financial document. Approximately $25,000 will be carried forward to the reserve fund. $251,251.00 is the total in the reserve fund. A copy of the current bank balances as of this morning are here for your perusal as well.
3.Reviewed the 2025 Budget and the proposed budget for 2026. With no major expenses anticipated for 2026. Motion made by Merrille MaLoof to accept financials as read. Seconded by Pat B. All voted in favour. No one opposed.
4.Meeting minutes will be added to the website; this is currently in progress. There is a page for property sales on the MVR website as well as a swap shop. Just send Charlotte an email and she will add your items to the website. The website continues to get more exposure.
5.Electric reporting for the summer season may be different due to Deb B. wanting to take some holidays. The summer monthly electric rate will be posted on the MVR website. Each month is a different rate. The board will keep the members informed of any changes. If you are a summer resident, please volunteer to help out.
Chuck Vale – Vice President
•Laundry room. Please do not wash dog/pet beds in the washing machines. There was dog hair left inside the machines and on the floor. Also you must clean up afterwards. Be considerate of the next person who will be using the laundry.
•The restrooms have been left in a mess. If you are using the clubhouse for a function, remember as part of the use of the facility you must clean the washrooms and the clubhouse afterwards.
•Sonja S. is the coordinator of the library here in the clubhouse. She is currently going through the books and tidying up. Thanks to her for all her work on this project. She is looking for more volunteers to help her with this project.
•There is a second desert cleanup planned by Jerry Sellers it will be posted to let you know the date. All volunteers are welcome to help out.
•Yard sales are scheduled for the first Friday of December and March of each season. March 6, 2026 is the next scheduled yard sale date.
•Thanks to Deb B. for her work doing the bookkeeping for the park as well her contributions. She provides the notary work for the park and any money she receives for that; it is donated to the clubhouse funds. She has done a wonderful job with the electric billing’s and we are very thankful for that.
Merrille Maloof – Vice President
•Weeds have been sprayed already once this season; however, due to the rains we have had, weeds are growing again so a second treatment will be necessary. A group of volunteers will need to get together to get this done.
•Clean up day for the park will be scheduled for February and will be posted on the Marquis. Larger items can be placed on the curb and volunteers with trailers will pick up the items and take the to the transfer site.
•Merrill thanked Charlotte for her contributions to the board and the park.
Gail Gerber - Secretary
•Please provide copies of proof insurance for your property.
•When buying or selling a property be sure to pick up a package of documents from the office that have been prepared for that purpose.
•Any improvements on your lot requires a lot improvement form. If you have any questions regarding “do I need to fill out a form ?” Just ask your director or any director for that matter.
•If you have any concerns, comments, complaints etc. there is an input form for that as well.
•Several forms are located on the bulletin board area in the clubhouse or contact a director if you need a specific form or need help with a form.
•The office is open on Monday mornings 9-12.
Dan Kortenber – President
•This year we will try to get the clubhouse repainted. From a distance it looks ok but when you look underneath the eaves the paint is peeling out and flaking off. No other big projects are anticipated at this time.
•We would like to welcome new members.
•Dan, congratulated and welcomed Dan Coffey as the new director for District. 3.
Question & Answer Session
• Member asked if the memorial board could be part of the ongoing maintenance in the budget and added to the expenses of the park so as not to rely totally on donations to fund this project.
• No further questions by members of the park.

Meeting called to order. Pledge of allegiance was led by Art Grosz.
Reports
Report by Dan Kortenber, President
· Contractor has been selected to paint the clubhouse. Four bids were obtained ranging from $3,000 (labor only) to $7,200. The contractor selected was for $3,950 which is a local handyman. No specific date has been set yet but will have to coordinate clubhouse activities with the painting. It will be posted on the website, facebook page and marquis when it is scheduled.
· Oleanders on the north side of A street are not getting watered appropriately. More specifically on lots 1 through 3. The sprinkler heads are imbedded into the tree root/base and a new poly drip system will be installed for a cost of approximately $350. Work will be done by Dave Simpson and may be started as soon as this upcoming weekend.
· The clubhouse activity kitty balance is currently $540.24. Activity expenses continue to be generously covered by member donations.
Treasurer’s Report, Dan Coffey
· Compliments to the park members for their financial responsibility and prompt payment of annual dues.
· Deb Bridwell discussed summer electricity billing. It was decided to return to the previous billing method.
At the end of March, Directors will provide summer residents with the necessary forms. Summer residents will be responsible for reading their meters on the 18th of each month. The rate will be 20.5 cents per kWh, based on the average cost from the previous summer.
Accounts will be reconciled in November, and any necessary adjustments will be made at that time. Spreadsheets will not be posted during the summer months.
The final meter readings taken by the Directors in the spring will occur on March 18. Directors will resume reading meters beginning November 18. Each director will speak to the members on their street to ensure they understand.

The Board and members extends its sincere appreciation to Deb Bridwell for her extensive work managing the electrical billing. This is a substantial undertaking, and her dedication and effort are greatly valued.
Improvement Permits and Applications:
Members are reminded to contact their Director before beginning any improvement work. An approved application must be completed prior to starting the project.
The application must include a drawing of the proposed improvement and obtain three required directors signatures.
The Town will not begin processing its paperwork until the MVR paperwork has been fully completed and approved.
SPEED LIMIT IN THE PARK IS 10 MPH, regardless of the type of vehicle being driven. There has been considerable discussion among members regarding both members and non-members exceeding the speed limit. Safety within the park is a priority for everyone, including pedestrians, pets, and residents. Several suggestions were made by members regarding how to address repeated speeding concerns:
1. First Offense: A personal discussion with the individual(s) to remind them of the 10 MPH speed limit.
2. Second Offense: A written letter notifying the individual of the violation.
3. Third Offense: A fine assessed for the rule infraction.
4. Fourth Offense: A larger fine assessed.
5. Fifth Offense: A significant fine assessed.
6. Continued Violations: After a specified number of complaints or violations, membership in the park could be subject to review and possible jeopardy.
The Board will take these suggestions under consideration and will present a formal proposal to the membership for discussion and vote at a future meeting. We appreciate everyone’s cooperation in keeping our park safe and enjoyable for all.
RULE BOOK is being updated and will possibly change the color of the book to something other than blue so we can be sure all members will have the newest version. We have come across this past year several blue books that have never been updated with any newer rules. The website will be a great place for members to obtain the newest copies of the rules as well as still getting a hard copy from the office. The website is also a great place to access all the forms.
WEEDS It’s the members responsibility to take care of the weeds on their lots. If you or someone you know are unable to do the work then let your director know and they can organize some volunteers to help with taking care of the weeds.
PARK CLEANUP will be combined with CACTUS CLEANUP it is scheduled for February 23 starting at 9 AM.
YARD SALE is scheduled for March 6. The park has two scheduled yard sales per year. One in the fall and one in the spring on the first Friday of the month.
MEMORIAL BOARD donations have all been accounted for. The board has added a line item in the budget and in the accounting system to ensure the memorial board is funded if there are any donation shortfalls. The signs have all arrived and after the meeting today at 11 AM for those who want to join in, the new memorial boards will be installed.
BATHROOM CLEANING Hiring a cleaning person has not been resolved yet as finding someone who is available has been difficult. As per our rules and guidelines, if you use the clubhouse, you are responsible for cleaning up afterwards including the bathrooms. This goes as well with the laundry. If you use the laundry you are to cleanup afterwards. There is a checklist already made for this and will be made readily available.

MARQUIS a new one is being considered for the clubhouse. It would be installed on the left side of the entrance door and would match the existing marquee in appearance. One marquee would be designated for clubhouse activities, and the other would be used for Board business.
SHED an additional storage building is being considered to house the chairs currently stored in the clubhouse. Relocating the chairs to a shed would free up additional space and improve overall usability within the clubhouse. If the cost is over $3,000 this would be considered a capital project and would require a vote by the membership. This would occur at a later date.
VACUUM CLEANER a portable cordless vacuum cleaner will be purchased for the clubhouse to aid in the cleaning up after activities.
CLEANING PRODUCTS better quality cleaning products have been purchased for the bathrooms and they are having improved results.
A big thank you to Rose, Pam, Janice, Brenda and others for volunteering for the clubhouse activities. Thanks to Paul for all the work he has done with the music jams.

Four lot transfers have occurred this year so far. Thanks to those individuals that have sent in their insurance documents. There are a few outstanding yet. The member list being updated and a new copy will be available at the next meeting. If you are considering selling your lot, you can list your lot for sale on the MVR website. Charlotte has done a lot of work on the site and we have had a sale of a lot from them finding it on the MVR website. Also the office has seller packages all preprinted for you. The office is open on Monday mornings from 9 to noonish. Feel free to stop by. Thanks to all the members who have been looking after their lots and making them look so nice. We get compliments from other people who pass through our park and say how nice our park looks. Thank you very much!

Enforcement of Rules:
While rules can be established, enforcement presents certain challenges. Questions have been raised regarding the legality of imposing fines and the Board’s authority to issue them for rule infractions. At this time, it was determined that issuing written notices or letters is the most appropriate approach for addressing violations.
